FALK LAUDS DOYLE’S CARPC DECISION; ANNOUNCES APPOINTMENTS

“We have to protect Dane County’s lakes, streams, and rivers while planning for reasonable growth in our communities,” Dane County Executive Kathleen Falk said today. “The creation of the Capital Area Regional Planning Commission (CARPC) should be a big help in those efforts. Our thanks to Governor Doyle for a decision that combines great concern for protecting the environment and promoting responsible development.” Falk was responding to the Executive Order issued by Governor Doyle on May 2, 2007, creating CARPC. Its mission is to plan for urban growth in Dane County so that streams, rivers, lakes, wetlands, and groundwater are protected. Falk worked with Jerry Derr, Chair of the Town of Bristol and President of the Dane County Towns Association; Jeff Miller, President of the Village of DeForest and President of the Dane County Cities & Villages Association; and Mayor Dave Cieslewicz of Madison to reach agreement on the mission, funding, and composition of CARPC. This agreement was the basis for the Governor’s Executive Order. Falk also announced her three appointees to the thirteen person Commission (according to the agreement on CARPC, one of her appointees must live in the City of Madison, one in another Dane County city or village, and one in a Dane County town). They are: -- Kristine Euclide of Madison. For the past five years, Ms. Euclide has served as Vice President and General Counsel of MG&E. Prior to that, she worked for two years as the Executive Assistant to County Executive Falk, specializing in land use and natural resource issues and for over twenty years as a senior partner in the Stafford, Rosenbaum, Rieser & Hansen law firm representing businesses and local governments in land use, environmental, utility, and employment matters. She has served on the Board of the Natural Heritage Land Trust. -- Martha Gibson of the Town of Primrose in southwestern Dane County. Ms. Gibson is a Senior Lecturer and Undergraduate Advisor in the Philosophy Department at the University of Wisconsin-Madison with a Ph.D. in Philosophy from UW-Madison. For the past eight years, Ms. Gibson has served on the Planning Commission of the Town of Primrose. -- Sally Kefer of Middleton. Ms. Kefer is a hydrologist and soil scientist with the Wisconsin Department of Natural Resources (DNR). Currently the leader of the DNR’s Land Use Team, Ms. Kefer has a Master’s Degree in Water Resource Management from Southern Illinois University. Ms. Kefer has worked for the DNR for twenty years in several environmental remediation programs. She is a member of the American Planning Association; a Board Member of the Friends of Pheasant Branch Conservancy where she lead the fund-raising effort for a $3 million expansion of the Conservancy. Falk said: “These three individuals bring a great range of relevant professional and volunteer experience, tremendous competence, and strong interest in improving our waters and promoting sound development to the Commission. They will work hard and well with their fellow Commissioners to make sure that CARPC gets off to a great start.” # # #
